Lessons Learned and Resilience Strategies in Post-Pandemic Maternal and Neonatal Care

Objective: To describe key lessons learned and resilience strategies implemented in maternal health care services during the COVID-19 pandemic, emphasizing the responses of health systems and frontline personnel. Material and Methods: A narrative review of scientific literature and institutional documents published between 2020 and 2024 was conducted. Reports from WHO, the Peruvian Ministry of Health (MINSA), and regional articles on continuity of maternal services in crisis contexts were analyzed. Information was organized into thematic categories: continuity of care, management adaptations, workforce resilience, and institutional learning. Results: The pandemic initially caused a decline in prenatal checkups and access to obstetric services, revealing weaknesses in the health network. However, resilience strategies were identified, including the implementation of telemonitoring, prioritization of high-risk pregnancies, coordination across levels of care, and leadership by health professionals. At the institutional level, capacities were strengthened in epidemiological surveillance, risk communication, and mental health support for health personnel, promoting intersectoral and community collaboration. Conclusions: The pandemic experience reaffirmed the need to strengthen maternal health care within a resilient health system framework—person-centered, evidence-based, and community-oriented. Lessons learned should inform sustainable policies that ensure the continuity and quality of maternal and child health services in future public health emergencies.
